Rıza Türmen: “A Milestone in the Turkish State’s Constitutionalism”

Republican People’s Party (CHP) Parliamentarian Rıza Türmen- member of the Grand National Assembly of Turkey’s Constitutional Reconciliation Commission- assessed the “Draft Process of the New Constitution and LGBT People” for Kaos GL.

In a special assessment to Kaos GL, CHP İzmir Parliamentarian and former European Court of Human Rights judge Rıza Türmen argues that the recognition of Sexual Orientation and Gender Identity at a constitutional level “even if it is in the preamble” is a significant gain for the LGBT.

Distinguished members of the Parliament,

I respectfully salute the honorable parliament and our citizens who are watching us on TV and on their computer screens. For the sake of formality, I received permission to talk against the motion but now I will talk in favor of it.

“They could not find a place for my child in this huge world.” Distinguished members of Parliament, these are the words of the mother of our citizen with a different sexual orientation who was murdered in September 2010 in Bursa. “They could not find a place for my child in this huge world.”

Today, we are talking about opening a tiny space in this huge world to fit these parents’ children.  Well, is there a tiny space for the ones who have been murdered by 12 stab wounds, by 40 stab wounds, or for the ones whose bodies have been inflicted by wounds that will not heal, whose wounded hearts will not heal?

Istanbul MP Binnaz Toprak requested a Parliamentary Research to determine the problems of Lesbian, Gay, Bisexual and Trans people, their reasons and solution offers. Here is the motion of Istanbul MP Binnaz Toprak for a study on the problems of LGBT individuals.


Individuals regarded as the “other” by the state and society, are discriminated against not only on the grounds of their race, religion, language, gender, sect, ethnic origin, and political views but also because of their sexual orientation and gender identity. In this sense, the policy of denial, violence, and discrimination against Lesbian, Gay, Bisexual and Trans (LGBT) citizens remains unchanged. LGBT individuals are oppressed by the majority’s pressure politically, economically, socially and psychologically.
